Associate Provost and Dean of Graduate Studies (Interim)

 Jeffery Osgood

Dr. Jeffery L. Osgood, Jr. provides leadership in the areas of curriculum development, general education, graduate education, new program development, program review, assessment, accreditation, articulation agreements with other 2- and 4-year institutions, academic policies, and faculty development. He oversees the Office of Graduate Studies, the Office of Institutional Research, as well as the Teaching and Learning Assessment Connection.

Dr. Osgood is a Full Professor of Public Policy & Administration and has extensive experience in working with state and local governments through a variety of positions over the last ten years. He currently serves as Director of the Center for Social & Economic Policy Research at West Chester University of Pennsylvania. Currently, as Director, Dr. Osgood has been involved with a number of studies ranging from health needs analyses to program evaluations for both public and private organizations, as well as nonprofit foundations. He holds a doctorate in urban and public affairs and a master of public administration. Dr. Osgood served as Chair of the University's Curriculum and Academic Policies Council for three years and as Faculty Associate to the Provost and Vice President for Academic Affairs for two. Additionally, he served a term as Vice President of the WCU Chapter of the Association of Pennsylvania College and University Faculty. In addition to his duties, Dr. Osgood teaches courses in the Doctor of Public Administration program.

Andrea Grinwis

Assistant to the Associate Provost

Andrea Grinwis began her relationship with WCU in 1994 when she started as a student in the Theatre Arts Department.  She earned her B.A. in Theatre in 1998 and shortly thereafter returned to WCU to work in the Registrar’s Office.  Mrs. Grinwis has since worked in the Communication Studies Department and is now serving as the Assistant to the Associate Provost – working with Dr. Greenamyer on student academic issues, supporting the Curriculum and Academic Policies Council (CAPC), and assisting the Associate Provost with first-year student scheduling and other projects.

Mrs. Grinwis is an active member of the Barley Sheaf Players, a community theatre in Lionville, where she spends equal time acting onstage and working behind the scenes – writing and directing.

Scott Heinerichs

Faculty Associate for Teaching, Learning,

and Assessment

As the Faculty Associate for Teaching, Learning, and Assessment, Dr. Scott Heinerichs supports student learning assessment across campus, and manages the Teaching, Learning, and Assessment Center (TLAC).The TLAC provides resources for the daily work of teaching, learning, and assessment by faculty and staff. He also provides leadership and support for various faculty committees that focus on related concerns, including the Pedagogy for Engagement Committee, New Faculty Orientation Committee, the University Assessment Advisory Committee, and the Faculty Mentoring Committee.

An assistant professor in the Sports Medicine department, Dr. Heinerichs has taught a range of undergraduate courses and has published in the areas of educational outcomes assessment and the clinical education of athletic training students. He received his Higher Education from Widener University, his M.A.T. from the University of South Carolina, and a B.S. from West Chester University.

Joyce Holste

Administrative Assistant to the Associate Provost

Joyce Holste has been with West Chester University since 2002.  She held the position of Department Secretary for Geology and Astronomy, Administrative Assistant for the Teacher Education Center, and, most recently, she worked with the Student Affairs Division in the Office of Judicial Affairs and Student Assistance.  Prior to WCU, Mrs. Holste worked for ten years with the Coatesville Area School District and was involved with several committees and community service groups. Mrs. Holste comes to the Office of the Associate Provost with over 30 years of secretarial and administrative experience.


Mrs. Holste is also co-chair of the Caregivers Support Group at WCU.  In her free time, however, you're most likely to find her working in her garden.

Judy Greenamyer

Special Assistant for Academic Policy

Dr. Judy Greenamyer has a D.V.M. from Ohio State University and an M.S. in Cell Physiology from the University of California (Davis).  Before she came to West Chester University, Dr. Greenamyer was in private practice as a veterinarian and served in the US Air Force in the Biomedical Science Corps.  Her last assignment in the Air Force was at the School of Aerospace Medicine in San Antonio, Texas.  

Dr. Greenamyer is a faculty member in the Department of Biology and, in the past, has served the Biology Department as the Chair, the Assistant Chair, and the Graduate Coordinator.  She served on CAPC (The Curriculum and Academic Policies Council) for several years, primarily as a member of the Academic Policies Committee.
