Strategic Plan Priorities


The mission of the Division of Student Affairs is to provide high quality student services and developmental programs that support the academic mission of the University and promote student learning outcomes such as civic and community responsibility, development of identity, and the acquisition of cognitive, life, leadership, and interpersonal/intrapersonal skills. The goal of Student Affairs is to engage students in their learning and help them succeed. Providing developmental and educational programs, services, and environments that contribute to a student's personal growth and support the academic mission of WCU, ultimately contribute to student retention and graduation. The Division of Student Affairs has identified shared core values, assumptions, and essential functions that drive our decisions and guide programs, activities, and interactions with students.

To accomplish the goals outlined in the "WCU Plan for Excellence", the Division of Student Affairs has identified the following updated Strategic Plan Priorities.   • Using the new Strategic Plan as our compass, all Student Affairs Departments will focus on collaborative cross-departmental initiatives to support Engagement, Enrichment, Sustainability, Diversity, and Academic Success. 


  • In support of the academic achievement of our students, Student Affairs Departments will strengthen collaborations with the Division of Academic Affairs in the following key areas:  Multicultural Student Success/Retention, Service-Learning, Student Leadership, ATOD (Alcohol, Tobacco, and other Drugs) Education, Freshman Interest Groups, Women’s Center Programs, Career Development Center Initiatives, LGBTQA Services, New Student Orientation, and Athletics CHAMPS Life-Skills Program. 


  • Student Affairs Departments will improve collaboration efforts among units and across Divisions to enhance programming efforts (especially on the weekends), cultural arts participation, community service, intercollegiate athletic event involvement, student organization participation, and recreational activities in order to engage and enrich students, instill WCU RAM PRIDE, and promote a sense of belonging at WCU.



  • All Student Affairs Departments will actively work to implement the Division’s Social Equity Plan and Campus Climate Survey’s Action Steps identified as priorities. The Division’s Multicultural Student Success Committee will continue efforts in support of PASSHE Performance Indicators to retain under-represented groups on campus through purposeful student engagement initiatives such as mentoring, residence hall programs, service learning, and leadership development. 


  • Student Affairs Departments will improve community relations by expanding ATOD programs, involving additional Student Affairs staff in Community Campus Coalition (CCC) activities, continuing high-profile Sykes After Dark and other late-night programming, engage local citizens in community service projects sponsored by WCU student organizations and academic classes, and hold students accountable for Judicial Code violations in the community.   


  • Student Affairs units will more fully implement assessment of student learning outcomes for Divisional and Departmental programs by continuing our partnership with provider Campus Labs/Student Voice on assessment activities.  Departments will also monitor/implement strategic planning and assessment efforts articulated in their respective five-year “Plan of Action” as part of the formal PASSHE Program review process.    


  • Student Affairs Departments will support the Division’s Alcohol, Tobacco, and other Drug (ATOD) efforts as well as promote and advance Wellness Education.  Divisional operations will participate in the implementation of a campus wide, collaborative “By-Stander” Initiative that was conceptualized and developed this past year.


  • Student Affairs Departments will maintain continual focus on student safety issues through our direct partnership with the Office of Public Safety.  Key divisional leaders will continue their membership/work with the University’s Threat Assessment Team and the Division’s Student Behavior Review Committee.  Division’s Behavioral Review Team will update protocols and policies for compliance with changes in Title II legislation.


  • Student Affairs Departments will promote/support leadership development programs and opportunities for interested individual students and members of student clubs/organizations, paraprofessional staff, and athletic teams.  


  • Student Affairs will work to secure additional money for Athletic scholarships, identify new corporate/individuals to sponsor leadership programs, and expand fund raising efforts for LGBTQA scholarships, Charlotte Newcombe scholarships, and Kente Stole sponsorships. Enhance partnership with WCU Foundation staff assigned to raise dollars in support of Divisional priorities.



  • Student Affairs will continue efforts to upgrade facilities (College Arms, Hollinger Hall, and Soccer Field), move forward feasibility studies for an Athletics building/bubble, Sykes Student Union expansion, and a new Dining Facility.  Monitor construction of the Student Health Services/Counseling Center facility that will be a part of the new Commonwealth Residence Hall and finalize all equipment and furnishing purchases. 


  • Student Affairs will support and actively participate in University-wide sustainability efforts that support a “greener” West Chester University campus and Borough of West Chester community.



  • Student Affairs will take an active role in supporting University efforts to expand international programs by working closely with the Office of International Programs to develop/improve service delivery for international students and increase awareness of international opportunities and study-abroad programs for WCU domestic students.  Programs, cultural events, and a special Spring Break (2014) Leadership Trip to Paris will be offered to help raise students’ understanding of their role in the global society. 


Departmental Level Priorities


  • Residence Life and Housing will focus on developing a long-term housing plan that best meets student demand with attention paid to housing styles and price point issues. Residence Life will expand cross Divisional and University programming efforts so that resources can be maximized to serve the greatest number of students.  All Residence Life professional staff will also be trained as mediators using the Centre for Conflict Resolution. 


  • The Office of Student Leadership and Involvement is committed to increasing the number of students who participate in one or more of our leadership programs, as well as to increase the number of students who participate in academic/professional clubs.


  • Fraternity and Sorority Life will support a new fraternity (Pi Kappa Alpha) and a new sorority (Alpha Delta Pi) as they join the fraternity and sorority community.  Identify and implement strategies to improve graduation rates of fraternity/sorority members.  Increase accountability measures by creation of a “Relationship Statement” to be used to define minimum standards for recognition; adopt Unified Risk Management Guidelines and institute Fraternity/Sorority Judicial Boards.


  • The Women’s Center will seek external money to support programming initiatives that address women’s and gender issues.  Also, collaborate with faculty, staff, and students to assess the effectiveness of programming and initiatives that promote awareness of the ways in which gender bias intersects with racism, classism, homophobia, and other forms of oppression. 


  • The Twardowski Career Development Center will organize Career Fairs and also focus on the implementation of a new career services management system “Ram Career Network” and all related training, promotional, marketing and engagement efforts.  In addition, staff will enhance early engagement in the career planning process for pre-major and “exploratory” students, as well as focus on the senior year experience and preparedness for the transition to professional life after college. 


  • Judicial Affairs will review NASPA Benchmarking Survey results and compare against WCU current policies and practices.  Update Code of Conduct and market changes to staff and students, as well as continue dialogue with PASSHE Judicial Offices on methods of alcohol/drug data collection and “Best Practices” for sanctioning in this area.


  • Student Health Center will go “live” with Bursar upload interface for transferring charges to student account.  Also prepare for the consolidation of services (Student Health, Counseling, Nutrition, ATOD, and Wellness Center) into Building C.  Health Center staff will expand on disease prevention efforts within the campus community through vaccine education and administration. Implement ATOD Strategic Plan and Wellness Priorities.


  • The Office of New Student Programs will focus on transfer and non-traditional populations (including Veterans), needs regarding transition issues, and improve service delivery for these cohorts via Orientation and New Student Programming efforts.  Also, work more collaboratively with other University departments regarding New Student Programming throughout our new students’ first year, and launch the New Student Success Series


  • The Office of Service Learning and Volunteer Programs will create new partnerships between WCU and local non-profit agencies i.e. service learning courses, community service opportunities, etc.  A newly remodeled Scholars AmeriCorps Program will be launched pending available funding. 


  • Multicultural Affairs will explore options available to more effectively manage a growing OMA Mentoring Program, as well as prepare for the Board of Governors Summer Institute. 


  • Sykes Student Union will work to improve the student staff evaluation process and instrument, update the reservation process through the implementation of the R25 campus wide project, and finalize a wide array of programs to be offered via Sykes After Dark.    


  • Athletics will focus on the academic success of Student Athletes, while fielding competitive teams that are in the top tier of PSAC and DII programs.  Facility enhancements and fundraising plans will move forward.


  • LGBTQA will continue to nurture cross divisional relationships with the LGBTQA Advocacy Committee, refine new Peer Educators Programs, and continue to promote the LGBTQA Speak-Out Program, LGBTQ 101, and Ally Training.


  • Campus Recreation will refine operations in the Recreation Center as we begin year two, collaborate with Athletics on space needs for Intramurals and Sports Clubs, redefine the Outdoor Adventure Program, and partner with Sports Medicine to address concussion impact testing for selected sports club teams. 


  • The Counseling Center will expand outreach efforts, integrate new faculty members into the unit, and continue providing valuable assistance and support to WCU students.
