Certification Information

Degree Programs with Certification
General Information

M. Ed. Elementary and M. Ed. Secondary, and Certification Only students must complete the required field experience courses in an approved school with a certified school counselor in order to obtain the Educational Specialist I Certificate. The Certificate is issued on the basis of the program approval status of the Counselor Education Program as granted by the Pennsylvania Department of Education.

Additional Requirements for Certification

In addition to the WCU requirements of the M. Ed. in Elementary or Secondary School Counseling, candidates for school certification must complete a new state law (Chapter 49.13) which requires specialty coursework in special education, literacy, and English as a second language.

Candidates must successfully complete the designated tests required by the Pennsylvania Department of Education:

PAPA Reading, Writing and Mathematics

Praxis II #0421/5421 Professional School Counselor

Chapter 49.13 Requirements
 

Requirements for ALL candidates (including those already PA certified) seeking Pennsylvania Department of Education (PDE) Educational Specialist Certification as an Elementary School Counselor or Secondary School Counselor.
 

Chapter 49.13 Requirement(s) (effective Jan. 1, 2011)

Must have earned 3 credits of college level instruction in literacy skills development for students with disabilities. Requirement may be met by undergraduate or graduate courses taken prior to admission. If this requirement is not fulfilled prior to admission, student must complete EDR 345 or EDR 347 or 550 Literacy Development for Students With Disabilities in Inclusive Classrooms or an equivalent graduate or undergraduate course at another institution.

Must have earned 3 credits of college level instruction in special education. Requirement may be met by undergraduate or graduate courses taken prior to admission. If this requirement is not fulfilled prior to admission, student must complete EDA 103 or EDA 542 Foundations of Special Education or an equivalent graduate or undergraduate course at another institution.

Must have taken EDC 559 Human Exceptionality for Counselors (fulfills 3 credits of the total 6 credits needed of college level instruction in special education

Must have earned 3 credits of college level instruction in the instructional needs of English language learners. Requirement may be met by undergraduate or graduate courses taken prior to admission. If this requirement is not fulfilled prior to admission, student must complete ENG/LAN 382 or ENG/LAN 569 Teaching English Language Learners or an equivalent graduate or undergraduate course at another institution.

All determinations subject to final approval by the Teacher Certification Office.

** Courses may be completed at the undergraduate or graduate level before completing a program leading to certification as a school counselor.

Certification Only - Elementary or Secondary Counseling

Candidates who hold a Master's Degree in a counseling or a closely related field must have their previous Master's Degree course work reviewed by the Graduate Coordinator to determine what additional course work is required for certification. A letter from the Graduate Coordinator will serve as a contract and detail the requirements necessary for certification. It is the student's responsibility to provide the Graduate Coordinator with undergraduate and graduate transcripts, course catalog descriptions of all courses taken and to meet with the Graduate Coordinator before or after acceptance to provide requested detail of prior study so that the letter of contract can be completed. A minimum of fifteen (15) credit hours with specialty course work in individual counseling techniques and group procedures, issues & trends, Practicum and Internship will be required. Students must take a comprehensive exam covering any specialty course work taken at West Chester University.
