Circulation Policies

Borrowers: Policies covering borrower rights & responsibilities, including who may purchase a library card.

Anyone without a Current WCU ID - (Those who need a WCU Library Blue Card)

General Policies

  • A current, bar coded WCU ID or WCU Library Blue Card must be presented to check out materials.
  • WCU IDs and Library cards are not transferable.
  • West Chester University students, faculty, and staff use the campus picture ID card as a library card.
  • West Chester University alumni and local elementary and secondary school teachers can receive a WCU Library Blue Card at no charge. Ask at the Circulation Desk.
  • Members of the general public, including students from other colleges and universities not bringing a courtesy letter, may purchase a library card for $20 a year.
  • Grades may be sealed for WCU students who have not returned library materials or have not paid fines.
  • All books, briefcases, backpacks, knapsacks, and similar carryalls MUST be opened at the turnstile when leaving the library.

Loan Periods

  • Books, recordings, pictures, etc. circulate for 28 days. They may be renewed for an additional 28 days.
  • Renewed materials are subject to recall after one week.
  • Instructional Materials circulate for one week.
  • Videos circulate for three days.

Fines

  • After a two-day grace period, the fine is $.10 per item per day retroactive to the due date.
  • The maximum fine is $5.00 per book.
  • Books are not due during intersession, but fines will accumulate for each day during intersession if the book was due before the intersession began.
  • Fines do not have to be paid before a book is renewed unless:
    • the $5.00 is owed on the book
    • the patron has reached the $15.00 limit and is blocked

Penalties

  • University records (including transcripts and scheduling) will be sealed for the following reasons:
    • unpaid fines of $15.00 or more
    • unpaid Reserve Desk fines of $5.00 or more
    • a graduating senior has outstanding books and/or fines
    • patrons have disregarded notices for long overdue books
  • Borrowing privileges will be blocked for the following reasons:
    • A patron has 10 overdue books
    • A patron has unpaid fines of $15.00 or more.
    • A patron has an expired ID or library card

Returns

  • All materials checked out at the Circulation Desk must be returned there. When the library is closed, materials may be deposited in the book drop located on the brick wall to the right of the front entrance.

Renewals

  • Books may be renewed for an additional 28 days.
    • Exception: A book may not be renewed if another patron has placed a hold on that book.
  • Students may renew a book only once
  • All renewed books are subject to recall after one week of the renewal period has passed. The new due date for the recalled book will be 10 days after the recall is placed. Notices will be sent to the first borrower, and, if the book is not returned by the new due date, the book will be considered overdue, and fines will be charged.
  • Faculty and staff loans are for the entire semester and books may be renewed at the end of the semester.
  • Only holders of valid WCU IDs and current summer school students may renewal materials. Holders of Courtesy Cards, Alumni, Friends of the Library, Courtesy Letter borrowers, and area teachers cannot renewal materials.

Recall

  • Materials checked out by another patron may be recalled.
  • Materials which will be renewed include:
    • All charged materials after 28 days.
    • Materials needed to put on Reserve for a class
    • Overdue materials
    • Renewed materials after one week of the renewal period has elapsed.
  • Recall forms are available at the Circulation Desk.

Holds

  • Patrons may place a hold on materials that have been checked out. The materials will then be held for the patron when they are returned to the library, and the patron will be informed that the materials are being held at the Circulation Desk.
  • Patrons may place a hold by filling out the Hold/Search form at the Circulation Desk.

Searches

  • Patrons may ask that the library search for an item that is supposed to be on the shelves, but which they cannot find.
  • Searches may be initiated by filling out a Hold/Search Form at the Circulation Desk. You will be notified if and when the material can be found.

Borrowers

West Chester University Students

  • WCU ID Issued to: full-time and part-time undergraduate and graduate students
  • Issued by: SSI, Sykes Union Building, ticket window
  • Borrowing privileges are based upon enrollment in classes for the current semester or work on a master’s thesis.
  • Cost of ID: None
  • Cost of replacement of lost card: $5.00
  • Privileges: Borrowing, interlibrary loan, courtesy letter, renewals

West Chester University Faculty and Staff

  • WCU ID Issued to: faculty and full-time staff
  • Issued by: SSI, Sykes Building, ticket window
  • Expiration: Indefinite
  • Cost: None
  • Privileges: Borrowing, interlibrary loan, renewals, remote access to proprietary Web resources, fines may be assessed (see Faculty and Staff Borrowing Privileges)

West Chester University Summer School Students

  • WCU Library Blue Card issued to: Summer school students, includes students who are taking summer courses and are enrolling for fall semester but who do not yet have University IDs. This does not include students who previously enrolled for Spring Semester who have ID cards.
  • Expiration: Last day of post-session, regardless of when the card was issued
  • Cost: None
  • Privileges: Borrowing, interlibrary loan, courtesy letters, renewals, remote access to proprietary Web resources
  • Verification Required: Student's copy of bill or schedule

Retired Faculty and Staff and Members of the WCU Board of Trustees

  • WCU Library Blue Card issued to: Retired faculty and staff of West Chester University and to members of the Board of Trustees of West Chester University
  • Issued by: Head of Circulation upon request of the Library Administration
  • Expiration: Indefinite
  • Cost: None
  • Privileges: Borrowing, interlibrary loan, renewals, remote access to proprietary Web resources, fines may be assessed (see Faculty Borrowing Privileges)

Courtesy Letter for Students from Other Colleges

  • Students from other colleges may bring a letter from their college library requesting borrowing privileges at WCU.
  • Students without Courtesy Letters who are area residents are treated as members of the General Public and must purchase a library card.
  • A Courtesy Letter must do the following:
    • Confirm the bearer as a currently enrolled student an institution of higher education.
    • Confirm that the institution accepts financial responsibility for materials lost, damaged, or not returned.
  • There is a standard Courtesy Letter used by regional libraries which are members of TCLC.
  • WCU Library Blue Card issued to: Students bringing a courtesy letter.
  • Issued by: Circulation Department
  • Expiration: End of Current Semester
  • Cost: None
  • Privileges: Borrowing, no renewals, no remote access to proprietary Web resources
  • Verification Required: Courtesy Letter from library and driver's license or other ID

West Chester University Alumni

  • WCU Library Blue Card issued to: graduates of West Chester University – Bachelor or Masters Degree
  • Issued by: Circulation Department
  • Expiration: one year from issue date
  • Cost: none
  • Privileges: Borrowing, no renewals, no remote access to proprietary Web resources
  • Verification Required: Verify graduation, driver's license or other ID

Area Teachers

  • WCU Library Blue Card issued to: Teachers, principal, and administrators employed by area schools, colleges, and universities. This does not include pre-school, day-care centers, or nursery schools.
  • Issued by: Circulation Department
  • Expiration: One year from date of issue
  • Cost: None
  • Privileges: Borrowing, no renewals, no remote access to proprietary Web resources
  • Verification: One of the following: copy of current contract, current paycheck stub, letter from principal confirming employment, telephone call to school (8 AM to 4 PM only weekdays). PSEA or Union Cards are not acceptable as proof of current employment.
    • Also required: Driver's license or other ID

Friends of the Library

  • Members of the General Public are automatically given a library card when they join the Friends of the Library.
  • WCU Library Blue Card issued to: Friends of the Library
  • Issued by: Library Administration, Rm. 236 during office hours or Reference Desk during evening or weekend hours.
  • Expiration: one year from date of issue
  • Cost: varies: listed on application form
  • Privileges: Borrowing, no renewals, no remote access to proprietary Web resources, tax deductible

General Public

  • WCU Library Blue Card issued to: High school students, area residents
  • Issued by: Circulation Department
  • Expiration: One year from date of issue
  • Renewal: After one year, if record is clear, i.e. no outstanding fines, etc.
  • Cost: $20 cash or check payable to West Chester University
  • Privileges: Borrowing, no renewals, no remote access to proprietary Web resources
  • Replacement: $1.00 replacement fee is charged for discarded or lost cards.
  • Verification: Driver’s license or other ID (high school ID acceptable). Students under 15 need parental co-signature.
  • Borrowing Limit: ten-book borrowing limit. If a patron has ten books charged out, some books must be returned before additional books can be borrowed.
  • Transfer: Library cards are not transferable.
  • Loan Period: Loan Periods: Books from the general collection can be checked out for up to 28 days. Some Government Documents also circulate. Reference books, maps, journals, microfilm, newspapers, videos, and Special Collections materials may not be checked out.
