West Chester University of Pennsylvania invites applications for the position of Assistant Director of Facilities Design and Construction to assist the Executive Director in the supervision of a staff of professionals in the implementation of capital/campus projects ranging in size from $100,000 to $30 million. The position is also responsible for the direct project management of specifically-assigned capital projects in excess of $5 million.
Assists Executive Director in providing leadership and supervision to subordinate professional staff to ensure consistent and quality implementation of campus and capital projects in compliance with the State System (PASSHE) standards and the University’s mission.
Assists the Executive Director in developing and instituting programs and procedures to support consistent and quality project design and construction implementation; promotes improved systems and technology in project implementation.
Interfaces with faculty, administration, student leadership, and governing municipal officials to coordinate University capital project efforts and minimize impact on campus and surrounding communities. Provides representation on standing University committees, including ADA Committee, Sustainable Council, and Space Management Allocation Committee.
Assists Executive Director in providing professional support and guidance to University administration, including members of the President’s Council, Administrative Budget Committee, and Space Management Allocation Committee.
Provides administration of assigned capital projects—from feasibility study to construction closeout—with special emphasis on multi-prime capital projects entailing new construction, renovation, historic restoration, site development, and municipal/county land development approvals.
Responsible for the development of program and feasibility studies, pre-design and design/bid documents, bid specifications, and construction sketches as required by the parameters of the assigned project. Resolves design or construction conflicts within a reasonable timeframe to maintain project schedule; provides written responses to all determinations.
Responsible for the development of the project budget and project schedule for assigned projects.
Solicits proposals for services and prepares necessary paperwork.
Conducts periodic surveys of sites or facilities to confirm existing conditions and scope of proposed new construction or renovation work, including identifying potential design or construction problems.
Provides oversight for construction activities, including periodic monitoring of progress and participation at job meetings; defines scope and/or evaluates change order requests; reviews submittals; participates in punch-list/warranty inspections; and coordinates activities by other WCU departments.
Becomes familiar with governing codes and regulations pertaining to the design and construction of the assigned project. Requires that all work of the professionals, consultants and contractors involved in the assigned projects is compliant with those same governing regulations.
Maintains project records in accordance with State and PASSHE requirements and department standards.
Administers closeout of contract in accordance with State and/or PASSHE guidelines within 60 days of established date of substantial completion.
Assumes Executive Director’s duties in the absence of Executive Director.
Required Qualifications: First professional degree in Engineering or Architecture, or Master’s Degree in equivalent Sciences; a minimum of 10 years professional experience in project management. Demonstrated ability to manage all facets of various sizes and types of projects, but in particular those over $5 million in construction value. Working knowledge and demonstrated experience in coordinating the design of architectural, civil, structural, mechanical, electrical, plumbing, data security and communications systems. Minimum of 10 years of experience in land development and land planning, spatial programming, design, and administration of construction implementation of academic, housing and general purpose facilities; emphasis in higher education preferred. Professional certification or licensure desirable.
