Complement Management System (CMS)

The Complement Management System (CMS) is both an underlying policy related to the management of the largest category of expenses – salaries, wages, and benefits – and a software system that assists managers in position control. The Complement Management System supports the University’s decentralized budget process by providing vice-presidents, deans, and directors with the tools necessary for projecting personnel costs, as well as for monitoring and managing their portion of the University’s personnel budget.

The four major objectives of the Complement Management System and budget decentralization are:

To promote shared responsibility for the management of the personnel budget.
To promote timely communication across the University regarding personnel management.
To improve the management of personnel costs.
To allow for decentralized authority and responsibility for personnel budgets to the associate vice-president, dean and director levels.
