Biography
Dr. Osgood serves as the principal deputy to the Provost and represents her to the university community. As Deputy Provost, he advises the Provost on a wide range of matters of institutional importance, including operational and strategic planning. As the Provost’s second, he is responsible for maintaining meaningful relationships with the president, other vice presidents, and deans. The Deputy Provost plays a critical role in promoting shared governance as a member of Deans’, Academic Affairs and President’s Councils, and the Curriculum and Academic Policies Council. As Deputy Provost, Dr. Osgood supports and provides leadership for the Office of Institutional Research, the Teaching Learning and Assessment Center, the University’s Libraries, and University College.
Dr. Osgood has primary responsibility for providing leadership in the areas of academic program and policy development, accreditation, assessment, faculty and staff development, program review, and serves as liaison with the Pennsylvania State System of Higher Education and the Middle States Commission of Higher Education.
Additionally, Dr. Osgood serves as Dean of the Graduate School. He is responsible for the strategic growth of graduate enrollment and the development of new graduate programs and the maintenance of graduate policies.
Dr. Osgood's areas of expertise include local economic development and program evaluation. He previously worked for the Center for Local Governments at Western Kentucky University, and currently serves as Director of the Center for Social & Economic Policy Research at West Chester University of Pennsylvania. In his time with the Center for Local Governments, Dr. Osgood worked on projects ranging from wage and benefit studies to pay classification analyses. Currently, as Director, Dr. Osgood has been involved with a number of studies ranging from health needs analyses to program evaluations for both public and private organizations, as well as nonprofit foundations. He holds a doctorate in urban and public affairs and a master of public administration. Dr. Osgood served as Chair of the University's Curriculum and Academic Policies Council for three years and as Faculty Associate the Provost and Vice President for Academic Affairs for two. Additionally, he served a term as Vice President of the WCU Chapter of the Association of Pennsylvania College and University Faculty. In addition to his duties, Dr. Osgood teaches courses in the Doctor of Public Administration program
