Seventh Consecutive Year for No Tuition Increase at WCU

State System of Higher Education Votes to Freeze Tuition

Philips in FallWest Chester University’s tuition for the 2024-2025 academic year will remain unchanged. On July 17, 2024, the Board of Governors for Pennsylvania’s State System of Higher Education (PASSHE) voted unanimously to freeze tuition for in-state undergraduate students for the 2024-2025 academic year. Governor Shapiro and the General Assembly played a critical role in a decision that enables the tuition rate for all 10 of PASSHE’s universities to remain the same. With the decision, tuition for in-state undergraduate students (nearly 90% of whom are Pennsylvania residents) will be flat for seven consecutive years (2018-2019 through 2024-2025).

PASSHE’s Board of Governors’ decision enables basic in-state tuition for WCU’s undergraduate students to remain at $7,716 for the 2024-2025 academic year. As each individual PASSHE university sets tuition rates for their out-of-state undergraduate students and in-state/out-of-state graduate students, WCU’s 2024-2025 tuition for out-of-state undergraduate students, as well as in-state/out-of-state graduate students, will also remain the same. 

“Thanks to Governor Shapiro and the General Assembly, today is an exceptional day for West Chester University and its nine sister institutions,” noted West Chester University President Dr. R. Laurie Bernotsky. “We are delighted that the Board of Governors for Pennsylvania’s State System of Higher Education (PASSHE) has voted unanimously to freeze tuition for in-state undergraduate students for the 2024-2025 academic year. This would not have been possible without Governor Shapiro’s and the General Assembly’s strong commitment to higher education in Pennsylvania. This is the seventh consecutive year that the State System has been able to retain our tuition rate and we are quite proud to be able to do this for our students. These repeated freezes save students nearly 25% in tuition costs compared to the price if tuition had risen at the inflation rate for the last six years.

“To be true to our core identity as a regional comprehensive university, West Chester University must always be affordable and accessible to students in our region,” Dr. Bernotsky continued. “There are lots of schools fighting it out for that top 1% of students who can pay top dollar for an exclusive college education. Prioritizing accessibility and inclusivity, West Chester University proudly educates the 99% who want a high quality education at an affordable cost.”

The Board of Governors applauded the General Assembly and Governor Josh Shapiro for their strong support of State System students.

“PASSHE is proud to keep tuition frozen for a seventh consecutive year, and we thank the governor and the legislature for their increased investment which helps make this tuition freeze possible,” said Chair Cynthia Shapira. “State funding is a lifeline for our students to afford college, and freezing tuition for another year was a top priority for PASSHE as we continue to transform the State System for the future, support opportunities for more people to get a valuable education and prepare graduates to fill shortages throughout the workforce and serve their communities.”

Shapira added that the system appreciates “the General Assembly and Governor Shapiro for their continued strong investment in PASSHE students and the state-owned, public universities that serve them. PASSHE was created to benefit Pennsylvania, and funding from the state is a lifeline for our students to have access to higher education.”
