Biography

Dr. Milne has worked at West Chester University for over 20 years both as a political science professor as well as in administrative roles. Recipient of several teaching awards, Dr. Milne has taught at both the undergraduate and graduate levels, and earned tenure at the university. He has served in administrative capacities at the university, including as director of the department’s graduate studies program and coordinator of the undergraduate internship program. University service includes terms as a Faculty Senator, the Executive Council of Faculty Senate, and a broad array of government relations initiatives and projects.

Dr. Milne has authored multiple articles and reports focusing on issues of public sector management and public administration. Additionally, he regularly presents research at professional conferences. Active in the American Political Science Association, he chairs the Practitioner Political Scientists section and serves on the Executive Board of the Federalism and Intergovernmental Relations Division. Dr. Milne has written opinion pieces for the press as well as served as an expert commentator for the media.

Dr. Milne takes a wealth of real world political experience into the political science classroom. As Representative Milne, he was elected to and served six terms in the Pennsylvania House of Representatives. Representative Milne’s focus included the Budget, Education and Finance committees. Prior to his initial election, he had served as a political party committeeman for 16 years. In addition, for 25 years, he has worked on dozens of candidates’ campaigns for local, state and national offices. He has been part of floor operations at two presidential national conventions.

Long dedicated to community service, he has volunteered over the years through church, his son’s school activities, youth sports coaching, and Scouts. Dr. Milne serves the nation as an officer in the Army Reserve. During his rotations, he has led as unit commander as well as earned achievement medals and commendations. A sports and exercise enthusiast, he often can be seen running in local races for good causes, and counts five marathon finishes as a point of pride.

As an organizational consultant in Asia, Dr. Milne acquired broad global experience through business projects in China, Japan, South Korea and the Philippines. His international background also includes coordinating the visits of delegations from abroad to the United States. All of the foregoing serves to well-inform Dr. Milne’s background and contributions as an educator.

Dr. Milne is a lifelong resident of the immediate area, where he resides today with his wife, Jean, and their son, Alexander. He attended the local Great Valley School District
